The following page relays the entire article:  The following articlefrom the Asian Times, specifically mentions the essay. In fact the author, David Isenberg, bases his article on the essay, and explicitly admits that "the following description [of Saddam's security network] draws heavily from al-Marashi's article". That is about halfway through, after which he relays facts that Marashi covered. 

Incidentally, the Isenberg article was picked up, and the bulk of it relayed, including the reference to MERIA, here:

David Loyn of the BBC reported the story on BBC 1 lunchtime television news; about item no. 3... Showed a picture of a printout of the article, with MERIA letterhead clearly visible. That appeared after footage of Powell addressing his big meeting.
