IMPORTANT ANNOUNCEMENTS:  

We are now seeking articles for MERIA Journal, Vol. 4, No. 4 (December 2000), the world's largest journal on the Middle East. Please send queries and manuscripts to Barry Rubin at <besa@mail.biu.ac.il>.

Adds to MERIA site. We have updated the site to include a number of new features including the following: 

--A collection of writings by Barry Rubin, featuring full-length books and articles, newspaper columns and briefings. The first book is "Cauldron of Turmoil," a political history of the modern Persian Gulf region and U.S. involvement there.

Water Issues: The BESA Center for Strategic Studies has begun a new project to study political, economic, and environmental issues regarding water in the Middle East and especially within Israel. The Middle East Review of International Affairs (MERIA) Journal seeks articles for publication. Articles should deal with the modern Middle East and be both scholarly and accessible to a wide range of readers. Preferred length is 4,000 to 7,000 words. The Modern Middle East Sourcebook Project (MMESP) aims to develop a sourcebook of primary material for the study of modern Middle Eastern history at the college level. Documents will be chosen to give students access to the broader cultural and institutional aspects of the region. Documents can include an excerpt from a speech, a letter or article in the press, part of a transcript from an oral history, a court proceeding, section from a government file, company record, family chronicle, legal document, pamphlet, advertisement, audio recording, film clip or photographic image. The Center of Studies on Africa and the Middle East (CEAMO) calls for papers for its 7th International Seminar on "Current Problems in Africa and the Middle East" (November 22-24, Havana, Cuba). Topics include: Israeli-Palestinian, Israeli-Syrian and Israeli-Lebanese negotiations and the politics of the Maghreb. 6. SCHOLAR'S AND AUTHOR'S ALERTS

T.V. Paul, Professor of Political Science at McGill University has recently published "Power versus Prudence: Why Nations Forgo Nuclear Weapons," (McGill University Press, July 2000). He explains why some states have decided to forswear nuclear weapons even when they have the technological ability or potential capability to develop them. Paul develops a prudential-realist model, arguing that national nuclear choices depend on specific regional security contexts: the non-great power states most likely to forgo nuclear weapons are those in zones of low and moderate conflict, while nations likely to acquire such capability tend to be in zones of high conflict and engaged in protracted conflicts and enduring rivalries. He applies this argument to pairs of states with similar characteristics: Germany/Japan, Canada/Australia,Sweden/Switzerland, Argentina/Brazil - in addition to analyzing the nuclear choices of South Africa, Ukraine, South Korea, India, Pakistan, and Israel.
